Circulate informative 3: Royal decree Law 31 March 2020
It has been published in the Official Bulletin of the State the Royal decree-law 11/2020, of 31 March.
The council of ministers has communicated this Tuesday a new package of measures in front of the situation caused by the COVID-19, centred in the postponement of the payment of the cotizaciones and debts to the Social Security and in other respects.
Companies And AUTONOMOUS:
Moratoriums in the payment of the cotizaciones to the Social Security during the following months in the cases and conditions that determine by means of Ministerial order.
Likewise, to facilitate to the companies and to the autonomous the realisation of the management with the Social Security, will allow to companies and gestorías to use the System of electronic reference of data (NET) to effect by electronic means the applications and other corresponding formalities to the postponements in the payment of debts, the moratoriums in the payment of cotizaciones and the returns of undue income with the Social Security.
On the other hand, those autonomous that have suspended his activity and spend to perceive the provision by cessation of activity by Covid-19 and that do not have ingresado in term the cotizaciones social corresponding to the sure enough worked days of the month of March, will be able to credit them out of term without recargo.
Workers WITH A TEMPORARY AGREEMENT:
For workers with temporary agreement that have remained in unemployment without right to provision, of at least two months of length that had extinguished after the entrance in force of the state of alarm –on 14 March– and that did not have cotizaciones sufficient to access to another type of provision or subsidy, will receive a help of 80% of the IPREM – at present fixed in 537,84 euros–. That is to say, they will charge 430 euros and will last only a month.
Employees OF THE HOME:
The employees of the home given of tall in the Social Security before the statement of the state of alarm and that they have left to loan services in one or several domiciles will have for the first time a provision equiparable to the unemployment. The help will manage the SEPE and will ascend to 70% of the regulatory base, once the hard-working accredit the dismissal or the drop in the Social Security.
Plans OF PENSIONS:
Can rescue the plans of pensions if you have been affected by an ERTE and also by the cessation of activity of workers by own or autonomous account to the cases in which they can charge these plans.
Other MEASURES

- In relation to trips combined cancelled, establish the possibility of a bono to be used in a year by the consumer. If this does not use , will have to proceed to the return of the initially paid. And, besides, the prohibition of the advertising of the on-line game during the time that last the state of alarm.
